Where Asbestos Turns Up in Cape Town Buildings
- Anything built or extended before the mid-1990s is a candidate. Manufacture and import of asbestos products was prohibited in South Africa in 2008, but the material sits in buildings put up decades earlier — and a great deal of Cape Town's housing stock, school buildings and light industrial property dates from that period.
- Corrugated roof sheets are the most common find. Garages, outbuildings, servants' quarters, carports, farm sheds and older Cape Flats housing. Sheets are bonded asbestos cement: low risk while intact, higher risk once weathered, broken or drilled.
- Ceilings and partitions are the second. Flat asbestos cement ceiling boards under a painted finish, often indistinguishable from modern fibre cement without a laboratory test.
- Gutters and fascias go with the roof. If the roof sheets are asbestos cement, the gutters and fascia boards usually are too, and both have to be handled the same way.
- Coastal weathering makes it worse. Salt, wind and driving rain along the Atlantic Seaboard, Blouberg and False Bay strip the cement matrix off older sheets faster than inland in Durbanville or Brackenfell, leaving a fibrous, friable surface.
- Renovations expose it. Most enquiries start with a builder about to open a roof or take down a ceiling and stopping when the material looks wrong.

Asbestos work is governed by the Asbestos Abatement Regulations, 2020, published under the Occupational Health and Safety Act 85 of 1993 and administered by the Department of Employment and Labour. In outline:
- Identification comes first. Asbestos in place has to be identified by a competent person and recorded in an inventory, with a risk assessment behind it.
- Removal is contractor work. Removal, repair and encapsulation of asbestos-containing material must be carried out by an asbestos contractor registered with the Chief Inspector, Department of Employment and Labour.
- The work is notified in advance. Asbestos work is notified to the Department before it starts, with a written plan of work behind it.
- An approved inspection authority has a role. Air monitoring and the asbestos clearance certificate sit with an approved inspection authority, independent of the removal contractor.
- Waste is hazardous waste. Asbestos waste is wrapped, labelled, transported under a waste manifest and disposed of at a permitted facility. Keep the disposal certificate.
Do not remove asbestos yourself. Breaking, cutting, drilling, sanding or high-pressure washing asbestos cement releases respirable fibres, and asbestos-related disease has a latency measured in decades. Leave intact material alone until a contractor has assessed it.
Choosing an Asbestos Removal Contractor
- Ask for the registration. Registration with the Chief Inspector, and which type of asbestos work it covers. Ask for the certificate and check the expiry date.
- Check the disposal route. Which permitted facility the waste goes to, and whether a disposal certificate is issued to you on completion. A quote that is materially cheaper than the others is often one where disposal has been left out.
- Confirm what happens to the building afterwards. Stripping a roof leaves the building open. Whether replacement sheeting is in the same quote, and how long the gap is, is the single biggest source of disputes.
- Ask who handles air monitoring and clearance. The inspection authority is independent of the contractor, and its fee is sometimes quoted separately.
- Get the containment described. Ground sheeting, exclusion zones, wetting, wrapping and signage. Two quotes that describe this differently are not the same job.
- Ask about the neighbours and occupants. On complexes and semis, access and notice periods affect both price and timing.

Asbestos-containing material that is in good condition and undisturbed is often better managed in place than removed, provided it has been identified, recorded and assessed. What is not acceptable is leaving deteriorating material to shed fibres, or disturbing it without the right controls.
